24 779 renewable energy projects with building permits
This is the number of first-instance building permit decisions issued since 2016 for solar PV installations, energy storage facilities, wind farms and biogas plants across all 16 voivodeships. We count cases, not register rows, and exclude developments on closed areas and pending applications.
Before drawing conclusions: a building permit does not mean that a project is for sale or that it will be built. The Radar shows market figures, not a listings directory. We do not publish investor names, addresses or decision numbers here.
The market in 2026
Decisions issued from 1 January 2026 to the latest month included in the snapshot. Register updates can be delayed, so the latest month may be incomplete. Each case is counted once, even if the register contains one row for every land parcel it covers.
How to interpret capacity: The register has no separate capacity field. We take the largest MW or kW value stated in the description of the proposed development. The total and median therefore describe only cases in which the investor included capacity in the development name. Total capacity must not be read as capacity that will actually be installed on the grid.
The Radar shows the whole market. Check a specific location and counterparty with Full access
The figures above show how many projects receive permits and where. Before spending money on a specific project, check what the aggregates cannot show: available grid capacity, curtailment risk, the counterparty and connection costs.

Market aggregates from the GUNB RWDZ register: permit counts, technologies, municipalities and authority processing times. Enough to understand the market and choose a direction.
With Full access, for your chosen location
- available connection capacity from six operators on one map, with full values,
- renewable generation curtailment risk: where redispatch and negative prices may occur,
- the Energy Regulatory Office (URE) licence register and the small-scale renewable energy installations register (MIOZE): check a counterparty by tax identification number (NIP) in seconds,
- a Connection Passport calculated for your capacity: advance payment, security and deadlines.
Full access costs PLN 19 excluding VAT/month (PLN 23.37 including VAT) for the first 3 months, then PLN 199 excluding VAT/month (PLN 244.77 including VAT). Cancel whenever you wish; access continues until the end of the paid month.
Month by month in 2026
Number of building permit decisions for renewable energy projects in each month of the current year.

The latest month may be incomplete because authorities submit decisions to the register with a delay.
How the market has changed since 2019
Number of decisions per year, by technology. Each project is assigned one technology: a description mentioning solar PV and storage is counted as solar PV, while storage is recorded separately as a project feature.

The current year is incomplete, so its bar is not comparable with completed years.
Where projects are being developed
The distribution of decisions by voivodeship and the municipalities with the most decisions recorded in the register. The number for a voivodeship indicates how many cases were processed there, not how much capacity will be connected to the grid.

Default view: 20 municipalities from the full comparison.
A high number of decisions in a municipality indicates investor activity and that the authority issues permits, not available grid capacity. Check capacity using Check available connection capacity.
How long it takes to obtain a permit
We count the days from receipt of the application to issue of the decision, case by case. This is the time taken by the first-instance authority, not the entire investment process: zoning conditions and grid connection precede the application, and the appeal period follows the decision. We use cases from the last two years so the figure reflects current practice.
| Voivodeship | Median | A quarter of cases within | One in ten takes more than | Cases |
|---|---|---|---|---|

How to read this: the median is resistant to individual cases lasting years, which is why we use it instead of the mean. Differences between voivodeships also reflect the cases they handle: where there are more large farms, the procedure naturally takes longer. We exclude cases lasting over four years as recording errors in the register.
Who is developing projects
The register names the investor for each decision, showing who actually takes projects through to the permit stage. The comparison covers 8,979 business entities. We merge names recorded with different spellings; otherwise the same company would rank lower than it should.

Why individuals are not listed here: nearly half of the decisions in the register concern individuals building installations at their own home or farm. We publish only business entities identified by the legal form in their name, because this comparison is intended to describe the market, not private investments.

Data limitations
- The register does not cover investments in closed areas.
- The bulk export includes decisions, but not pending applications.
- Capacity is extracted from the description of the proposed construction works and is not available for every case.
- A building permit does not mean the project is for sale.
How we calculate the figures
We treat a case as a renewable energy project when its description of the proposed construction works indicates a solar PV installation, energy storage facility, wind power plant or biogas plant. Classification is based on the description, so an unusually worded case may be omitted from the comparison. The register records each case in as many rows as the number of land parcels concerned, so we count cases, not rows. We assign one technology and record storage separately as a project feature to avoid counting a PV and storage hybrid twice.
Refresh frequency: the generator downloads the register and recalculates aggregates once a day. We do not promise more frequent updates or real-time data, because GUNB publishes data in batches.

Caveats
For information purposes. This material does not replace verification of a project's legal status, examination of grid connection conditions or legal analysis. Fundacja EFET (the platform operator) and HWW Hewelt Wojnowski Lindner i Wspólnicy sp.k. (legal adviser) are not responsible for decisions based on these figures. The radar presents aggregates only: no investor names, addresses, land parcel numbers or decision numbers, although the source register contains some of these data.
