A RES project marketplace with legal support from HWW
TransakcjeOZE.pl connects sellers and investors in the market for photovoltaic, wind and energy storage projects and land for RES. HWW Hewelt Wojnowski Lindner i Wspólnicy sp.k. is the platform's standing legal adviser (Section 2(2) of the Terms and Conditions): it prepared transaction document templates and checks the completeness of listing documentation.
The platform is operated by EFET Foundation (Europejska Fundacja Energetycznej Transformacji), whose purpose is to support the energy transition. HWW acts as the platform's legal adviser.

Legal standards in platform templates
HWW prepares transaction document templates and listing moderation rules as the Operator's legal adviser. The website's Terms and Conditions are based on Article 8 of the Act on the Provision of Electronic Services, the DSA (Regulation 2022/2065), the P2B Regulation (Regulation 2019/1150) and GDPR.

HWW represents PV, wind and BESS developers before the President of URE, conducts due diligence for investors and advises on M&A transactions in the RES sector. The firm's energy practice is led by a team experienced in transactions involving PV, wind and energy storage projects.
Transaction legal services
The platform connects sellers and investors and provides document templates. Each party separately commissions legal services for a specific transaction (due diligence, SPA and closing) from HWW or another law firm of its choice. Using the platform alone does not make HWW the user's legal adviser.
Who runs the platform
TransakcjeOZE.pl is run by EFET Foundation as the Operator, and HWW is the platform's standing legal adviser. The roles are set out in the Terms and Conditions (Section 2(2)): HWW advises the Operator, not platform users, and using the platform alone does not create a legal advisory relationship with the firm.

OperatorEuropejska Fundacja Energetycznej Transformacji (EFET) (KRS 0001164353) is the platform operator, acting through its own Management Board. Its purpose is to support the energy transition. It runs TransakcjeOZE.pl and is responsible for operating the platform, moderating listings and communicating with users. Aleksandra Lindner
Brings together both sides of the platform. As a partner at HWW, she leads the energy and RES law practice, advising on licences and regulatory disputes (URE, SOKiK), corporate matters and M&A transactions. She supports major energy suppliers and leading photovoltaic companies and conducts commercial mediations as a certified court mediator. She regularly publishes in Rzeczpospolita, Dziennik Gazeta Prawna and Parkiet. As President of the Management Board of EFET Foundation, the platform operator, she is behind TransakcjeOZE.pl.
Mikołaj Hewelt
Handles matters at the intersection of criminal and commercial law. Acts as defence counsel in criminal and fiscal criminal cases involving economic crime, represents shareholders and members of corporate bodies in corporate disputes, and supports businesses in disputes with tax authorities as a tax adviser. As a licensed restructuring adviser, acts as administrator and insolvency practitioner and advises on restructuring and insolvency proceedings.
A graduate of the MBA programme at Lazarski University and the School of British and European Law run by the British Law Centre in cooperation with the University of Cambridge. A lecturer on postgraduate MBA programmes and the author of a book on the legal protection of assets.
Damian Wojnowski
Specialises in the energy and TMT sectors, corporate and commercial law, litigation and arbitration. For many years, he led the legal department of a leading company in electricity, gas and RES trading (TPA), giving him a client-side business perspective. He advises on ongoing corporate matters and the negotiation of commercial and investment agreements.
He obtained his LL.M. (Master of Laws) from Chicago-Kent College of Law in the USA. He serves as an arbitrator at the Arbitration Court of the Chamber of Commerce for Blockchain and New Technologies.
Ewa Suchora-Natkaniec
Responsible for the strategy, finances, management and communications of the Foundation, the operator of TransakcjeOZE.pl. Combines many years of experience in financial management, strategic projects and administration with a commitment to the development of modern energy.
An MBA graduate. She believes that an effective energy transition requires not only technology but, above all, responsible leadership, cooperation and trust.

Questions about the platform
What is free, and what is in Full access?
Check what is where for free: names, locations, technologies, recorded capacities, dates and the check result. Payment covers figures calculated for that specific location, company and unit: matches, totals and dates.
How do I list a RES project or land?
Every listing undergoes formal moderation: we check completeness, and you confirm your authority to publish the listing through a declaration in the form. A project listing stays live for 12 months, a land listing for 6 months.
Does the platform publish project prices?
We do not publish prices on the map or in the profiles. You agree the price directly with the seller after unlocking the listing.
Where do the data come from, and do they have a reference date?
From public registers: the land register, grid operators' capacity lists, the register of grid connection applications, the register of nature conservation forms, local spatial development plans and flood risk maps. Each layer shows its source, and the data reference dates are shown under the profile.
What is a land parcel check for RES?
Enter an address or parcel number on the map on the land parcel check page. For that point, we will show the capacity declared by the operator for the nearest substation in our set, connection applications from the operator's publication, the local spatial development plan, nature conservation and flood risk.
What is a company check?
A single search box covers four datasets: the licence register of the President of URE, the MIOZE register of small installation generators, capacity market auction results and company profiles from KRS. Enter a NIP number, an entity name or a capacity market unit code, and you will get a company profile with everything these datasets hold about it.
What are generating units and the capacity market?
What is public is the capacity market unit level: its code, provider and the size of its capacity obligation. The unit's composition, that is, which physical installations make it up, is not public under Article 55(6) of the Act of 8 December 2017 on the capacity market.
Who is the operator, and who is the legal adviser?

Is the check result a legal opinion?
The result organises public data for the checked point. The absence of a signal in one layer does not mean there is no risk in the project documents.

Questions and enquiries are handled by Ewa Suchora-Natkaniec of the EFET Foundation, with a reply by e-mail from the operator's panel. The Foundation operates the service, carries out formal moderation of listings, prepares data compilations and communicates with users. Data-related reports can be sent to biuro@fundacjaefet.pl.
